Iryna Zapatrina

Expert in Institutional Relations and Public-Private Partnerships

Iryna is an Ukrainian Professor of Finance and a leading expert in economics, with over 40 years of experience across academia, government, and international consulting.

She holds a Ph.D. in Economics, and has spent more than 15 years advising on public-private partnerships (PPP) and public investment management for institutions such as the World Bank, EBRD, UNECE, UNDP, and USAID.

From 2007 to 2010, she served as Deputy Minister of Housing and Communal Services of Ukraine, following her role as Deputy Director of the Scientific Financial Institute under the Ministry of Finance.

She has taught and conducted research at Kyiv Mohyla Academy, the State University of Trade and Economics, and KU Leuven. A laureate of Ukraine’s State Prize in Science and Technology, Iryna is the founder of the Academy of Public-Private Partnership (Ukraine) and Edu4Bis B.V. (Netherlands).

Her expertise spans EU and international frameworks in energy, transport, sustainable finance, public investment, innovation, and climate policy.

She has authored more than 150 publications, including the monograph Public-Private Partnership for Sustainable Development Goals, and co-authored key documents such as the EBRD-UNECE Guidelines for PPPs in Sustainable Economic Recovery and the UNECE-EBRD Standard on PPP/Concession Legal Frameworks.

Iryna has led teams developing unsolicited PPP proposals in sectors including transport, energy, healthcare, and education.
